Andrew has continuous law enforcement experience of 33 years consisting of service with the West Midlands Police for 31 years and the Royal Saint Lucia Police Force for 2 years. He attained the rank of Chief Superintendent and Assistant Commissioner for Crime and Intelligence respectively.
A detective officer for most of his career Andrew led numerous high profile, criminal investigations into serious crime, directing strategies and police operations across highly complex environments, with experience of national and international investigations. In the latter part of his career he played a key role in formulating strategic partnerships with external agencies and advisory groups and community representatives He was responsible for the successful delivery of major change management programmes, which included the restructuring and streamlining of intelligence systems and processes. He has worked closely with international and national intelligence services and has experience in combating international drug and firearm smuggling.
Andrew trained and became accredited in Polygraph Examination in Arizona, USA his main tutors being Laura Wells de Perry and Raymond Nelson.
He has further trained and qualified in the testing of Post Convicted Sex Offenders in Philadelphia at the Academy for Scientific Investigative Training where his tutor was Nate Gordon.
He possesses vast experience in organisational development and performance management. This includes the selection and recruitment of persons for sensitive posts. He has introduced organisational security vetting policies and operating protocols to identify and disrupt corrupt practices.
